CITIZEN SECURITY PROGRAMME (CSP)-(LO-1965/OC-TT)
ONE (1) POSITION OF
PROCUREMENT ASSISTANT
FOR A PERIOD OF ONE (1) YEAR (IN THE FIRST INSTANCE)

The Government of the Republic of Trinidad and Tobago (GORTT) has embarked upon a Citizen Security Programme partially financed through a loan facility by the InterAmerican Development Bank (IDB) to reduce levels of crime and violence in Trinidad and Tobago. The objective of the programme is to reduce crime and violence in 22 pilot communities through the financing of preventive interventions that would address the most proximal and modifiable risk factors.

The programme activities have been organized into three (3) main components: (1) Community Action: (2) Assistance of the Trinidad & Tobago Police Service (TTPS) Policing for People Initiative; (3) Institutional Strengthening of the Ministry of National Security;

The Ministry of National Security (MNS) is inviting applications from suitably qualified candidate to fill the positions advertised above in the Programme Implementation Unit (PIU), which will execute and administer the Citizen Security Programme (CSP). All candidates will be offered employment on a contractual basis for one (1) year in the first instance.

PROCUREMENT ASSISTANT

JOB SUMMARY
Reporting to the Administrative & Procurement Specialist, CSP, the Procurement Assistant will ensure that the procurement operations of the Programme Implementation Unit (PIC) of the CSP are executed in accordance with IDB and Government guidelines. He/She will adhere to the established guidelines and systems of the CSP and monitor the application of systems to ensure compliance with stated procurement policies.

KEY DUTIES & RESPONSIBIILITIES

  • Prepares contracts, purchase orders in accordance with IDB/GORTT procurement guidelines
  • Support the procurement process including; preparation of Request for Proposals, Expression of Interests, receipt of quotations, bids or proposals, participate in evaluation committees, negotiation of contract terms and contract management
  • Assist in the preparation of Terms of Reference and preparation of procurement committee minutes
  • Advise other partner organization as the IDB’s procurement requirement and processes
  • Assist in ensuring execution of transparent and efficient procurements
    services and processes in the PIU
  • Other duties as required

QUALIFICATIONS & EXPERIENCE

  • A first degree in Management (supply-chain) or similar qualification in contract management or professional procurement qualification
  • At least three (3) to five (5) years experience in a procurement environment
  • Familiarity with IDB programs (or other internationally funded programs) and knowledge of IDB project execution procedures.
  • Excellent command of MS-Office Suite
  • Strong communication skills, report writing skills and demonstrated analytical ability
  • Strong leadership skills and the ability to work in a team environment
