FINANCIAL COMPTROLLER

The British Virgin Islands Health Services Authority is accepting applications for the position of FINANCIAL COMPTROLLER. The Financial Comptroller shall be responsible to the Board, through the Chief Executive Officer, for the efficient management of the financial affairs of the Authority.

ESSENTIAL DUTIES RESPONSIBILITIES:

  • Directing, coordinating, maintaining and controlling an accounting system that properly reflects the financial position of the Authority by ensuring accurate internal and external recording and reporting of financial transactions. This includes the management of the general ledger, accounts payable and receivable, payroll and fixed assets management and other associated activities.
  • Participating in the establishment of major goals and objectives of the Authority and serving as a resource in the preparation and monitoring of both programme and annual budgets.
  • Supervising, directing and appraising accounting staff.
  • Upgrading the Financial Management Systems where appropriate.
  • Streamlining the reporting of revenue and expenditure of all Authority transactions and accounts.
  • Preparing of quarterly and annual financial reports.
  • Working with the Chief Auditor’s representative during the Annual Audits of the Authority, or as requested.
  • Assisting with the activities of the Finance Sub-Committee of the Board as required.
  • Ensuring compliance with the Financial Operation Guidelines of the Authority.
  • Participating in the fundraising and grant writing programmes of the Authority when required.

MINIMUM REQUIREMENTS

  • A Masters Degree in Business Administration, Accounting or Finance, and
  • A professional certification – ACCA/CPA, plus
  • Five (5) years experience at a senior level in Financial Management
  • Sound financial analysis, decision-making, and problem solving skills
  • Excellent negotiation skills
  • Sound ability to read, analyze and interpret government regulations, budgets and financial information, including administrative rules and policies
  • Sound oral and written communications skills
