ADMINISTRATIVE & PROCUREMENT SPECIALIST
For a period of one (1) year (in the first instance)
The Government of the Republic of Trinidad and Tobago (GORTT) has embarked upon a Citizen Security Programme partially financed through a loan facility by the Inter-American Development Bank (IDB) to reduce levels of crime and violence in Trinidad and Tobago. The objective of the programme is to reduce crime and violence in 22 pilot communities through the financing of preventive interventions that would address the most proximal and modifiable risk factors.
The programme activities have been organized into three (3) main components: (1) Community Action; (2) Assistance to the Trinidad & Tobago Police Service (TTPS) Policing for People Initiative; (3) Institutional Strengthening of the Ministry of National Security;
The Ministry of National Security (MNS) is inviting applications from suitably qualified candidates to fill the position advertised above in the Programme Implementation Unit (PIU), which will execute and administer the Citizen Security Programme (CSP). All candidates will be offered employment on a contractual basis for one (1) year in the first instance.
ADMINISTRATIVE & PROCUREMENT SPECIALIST
Reporting to the Programme Coordinator, Citizen Security Programme, the Administrative & Procurement Specialist will ensure that the administrative and procurement activities of the Programme Implementation Unit (PIU) of the Citizen Security Programme (CSP) during programme implementation are executed in accordance with Inter-American Development Bank (IADB) and the Government of the Republic of Trinidad & Tobago (GoRTT) guidelines.
ROLES AND RESPONSIBILITITES INCLUDE;
- Ensuring that all administrative and procurement activities of the PIU, inclusive of setting up and maintaining a proper filing system, are prepared and implemented in a timely manner and reflect high professional standards in accordance with IADB and GoRT guidelines.
- Preparation and updating of Annual Procurement Plans in relation to the Annual Operations Plan and Macro Implementation Plan inputting all necessary timelines and budgetary considerations in addition to technical and financial selection criteria for each procurement activity.
- Preparation of periodic progress reports on the projects/components in accordance with contractual requirements of the loan agreement and GoRTT or as requested by the Programme Coordinator.
- Develop standard formats for contracts and bidding documents. Prepare bidding documents for all goods and services based on terms of reference and technical specifications provided by the Programme Coordinator and PIU technical specialists. Bidding documents will include, as a minimum: (i) Letter of Invitation to Bid; (ii) Requirement for Experts or Goods; (iii) Detailed procedures for evaluation, selection and contracting; (iv) Contract formats; (v) Technical annexes (e.g. Certification of Eligibility and Format for Evaluation of Consulting Services).
- Conduct bidders’ meetings, provide clarification and complete minutes on the bidding process to bidders.
- In collaboration with the Programme Coordinator, facilitate the formation and coordination of Procurement Selection Committees that will receive, review technical and financial bids in accordance with IADB and GoRTT procurement guidelines.
- Manage the procurement processes and prepare final evaluation reports for review and signature by Programme Coordinator and Selection Committee Members.
- As directed by the Programme Coordinator, execution of other tasks and special assignments required to ensure efficient and timely implementation of procurement and/or other project implementation activities.
