EMPLOYMENT OPPORTUNITIES:
The National Infrastructure Development Company Limited (NIDCO) is a Special Purpose State Enterprise established by the Government of Trinidad and Tobago to manage the delivery of assigned infrastructure projects in the drainage and flood control, reclamation, highway and transportation sectors. The company is responsible for the provision of project management services, procurement of consultants and contractors, oversight of project execution within agreed time, cost and quality parameters.
Applications are invited from suitably qualified individuals for the following positions in the organization:
VICE PRESIDENT-PROCUREMENT & CONTRACTS MANAGEMENT
The ideal candidate will be responsible for writing, reviewing, negotiating executing and monitoring Government and Commercial Contracts. The candidate will be an acknowledged expert in all areas of the procurement life cycle from the initial drafting and implementation of complex project procurement strategies to the negotiation and resolution of claims, variations and extensions of time.
KEY DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
- Plan, direct and manage the central procurement activities under the directions of the President and Board of Directors.
- Develop, review, and approve new or improved administrative, purchasing, and clerical procedures ot maintain economy and efficiency of operation.
- Supervises and participates in the preparation of written financial and administrative reports.
- Supervises procurement and purchasing specialists and administrative staff.
- Develop the procurement strategy that is aligned with business objectives.
- Approve bid proposals and specifications; compose Request for Tenders Committee Action and present recommendations on purchases requiring management or the Board's approval.
- Draw up tender lists and documentation based on projected requirement figures and bids, comparing prices, delivery dates and specifications.
- Assist in the pre-qualification and evaluation of prospective suppliers. Arrange for selection committee to review tenders and prepare relevant paper-work.
- Review government and commercial contract for acceptability as well as government requests for proposals requirements.
- Interpret and make compliance decisions in accordance with laws, ordinances, rules, regulations and policies governing the purchase of services for Civil Construction Projects.
QUALIFICATIONS, EXPERIENCE AND SKILLS:
- A recognised Procurement/University Degree. Relevant post-graduate qualifications will be an asset.
- Demonstrated experience in and knowledge of the civil construction and engineering arena.
- Computer Literacy and proficiency in Microsoft Office Suite and MS Project.
- Ten (10) years experience supervising international procurement activities, contract administration and contract development.
- Negotiating skills and a demonstrated record of accomplishment of effective performance in a similar position will be essential.
- Public sector procurement and contracting experience will be valuable.
- Exceptional leadership qualities, integrity and the ability to deliver under pressure.
- Evaluating RFPs for contract development requirements.
