The National Infrastructure Development Company Limited (NIDCO) is a Special State Enterprise, which was established by the Government of Trinidad and Tobago to manage the delivery of assigned infrastructure projects in the drainage and flood control, reclamation, highway and transportation sectors. DEPUTY PROJECT DIRECTOR-TRINIDAD RAPID RAIL PROJECT

Job Summary
The Deputy Project Director will be an integral part of the Trinidad Rapid Rail project (TRRP) team and will provide project management support and technical support to Project Directors as well as assist in the administration of the Trinidad Rapid Rail project (TRRP), a 95km commuter rail system currently being planned for Trinidad.

Decision-Making
The Deputy Project Director will provide expert opinions as part of the NIDCO/Programme Management Consultant (PMC) team in shaping and implementing the TRRP as well as assist in the administration of the Design-Build-Operate-Maintain (DBOM) and Programme Management Consultant (PMC) contracts.
Development of sound decision-making skills is a priority.

KEY DUTIES AND RESPONSIBILITIES

  • Provide project management support to the NIDCO TRRP team.
  • Monitor project schedules and budgets under the Design Build-Operate-Maintain (DBOM) Contract and the Programme Management Consultant (PMC) Contract.
  • Monitor DBOM Contractor and PMC compliance under their contracts.
  • Participate in meetings and workshops with client and stakeholder groups as well as internal meetings between NIDCO and the PMC.
  • Review DBOM contractor and PMC submissions.
  • Assists in preparation of monthly progress reports.
  • Prepare working papers, schedules and reports related to the TRRP.
  • Acquire knowledge of urban rail transport systems and urban transit in general. This includes the legislative, regulatory and Government institutional aspects of urban transit as well as the interlinkages between rail and other modes of transit.
    Manage staff and administration of the Rapid Rail team.

Knowledge and Skills

  • Tertiary qualifications in engineering transport planning or quality surveying/project management and associated relevant work experience.
  • Knowledge of transport planning issues.
  • Proven ability to prepare high quality, comprehensive and accurate briefs and reports.
  • Well developed oral and written communication skills including conflict resolution, consultation, facilitation and negotiation skills with people at all levels within government, the community and the transport industry.
  • High level project management skills and an ability to manage time and set priorities within broad parameters.

Qualifications

  • Qualified professional engineer in civil, mechanical or electrical disciplines, or a qualified urban transit planner, or a related field;
  • Over 15 years experience in infrastructure project consulting and/or management;
  • Ideally, additionally qualified by an MBA, finance or economics degree;
  • Experience in delivery of institutional strengthening programmes;
  • Experience working in Trinidad and Tobago or similar environments.
