DIRECTOR, REGIONAL INTELLIGENCE FUSION CENTRE (RIFC)

Two of CARICOM’s regional security centers established by the CARICOM Heads of Government is seeking suitably qualified CARICOM nationals to fill the following positions with assigned duty stations in Trinidad and Tobago and Barbados.

DIRECTOR, REGIONAL INTELLIGENCE FUSION CENTRE (RIFC)

OVERVIEW
Responsible to the Executive Director, CARICOM IMPACS, for the overall management of RIFC.

KEY FUNCTIONS

  • Manages the strategic direction, day-to-day administration and operations of the Centre.
  • Responsible to the Management Oversight Committee for all matters pertaining to RIFC and dissemination of regional intelligence outputs, and to perform any additional duties as may be directed and advice by the Oversight Committee.
  • Provides direction and advice on strategic analysis of threat entities in the Caribbean.
  • Develops, prepares and monitors annual budgets for the centre.
  • Approve and disseminates relevant reports to Heads of Regional Intelligence and Financial Investigation Agencies.
  • Serves as the liaison between all regional committees for crime and security.

QUALIFICATIONS, SKILLS & EXPERIENCE

  • Be vetted to the level of TOP SECRET
  • a Degree, preferably in a management or security related field.
  • At least 12 years' experience in a security environment, training in intelligence and a minimum of three years’ senior management experience in the intelligence environment.
  • A combination of knowledge, expertise or courses obtained in law enforcement that demonstrates the skills necessary to perform in the position.
  • Be conversant with the Regional Crime and Security Architecture.
  • Must be computer literate with sound IT skills.
